Fear used to work in this world. However, I have 19 examples of people who willingly gave up their lives as kamikaze pilots in order to kill thousands of innocent people.

Fear of death is what held the U.S. and Soviets in check during the Cold War. But fear won't stop OBL or any terrorist from continuing their war, which is just another example of how our world has changed, and how pre-emption might be the only option.
