It is planned that individual bidding Groups will only be awarded one Block per zone
A solution could be that EEL/ERHC/STP and a partner who's able to be operator become one of those groups that have first choice. In this way I believe there would be no legal challenge no delays which is not the way they want to go according to Prazeres words:
