i am not an oil & gas expert, but i see from the link you provided that premium petroleum inc. has achieved compliance with the ERCB, noted at the bottom:

Premium Petroleum Inc. failed to comply. Abandonment Orders No. AD 2008-20 and AD 2008-21 issued.
Premium Petroleum Inc. subsequently transferred all licences to a responsible party, received ERCB approval to appoint an approved agent, and provided a corporate profile update and a certificate of proof of insurance.
Closure and Abandonment Orders rescinded.
Compliance achieved.
