I can explain it in plain language: what you are describing is that some one/some group has told a market maker that they want to dump a big batch of shares at the best possible price, even if it is 1.8 cents (because they probably got them free). So the MM does this in batches (your 'structure') so as not disrupt the trading too badly.

Okay, there is some 'structure' to that. But I like much better: "Yo! Some insider is dumping a ----load a' shares, and knows something we don't.....now we're probably screwed!
