Good Question,

The only people that know the answer to that is those that look at the NOBO list...

That said...the float is probably about 20 billion,
plus the 10 million preferred shares...

I think they need to have a 51% to increase the authorized,
approve the purchase of Franklin Oil or anything else that changes the share structure or sale of company assets...

How they are getting 51% is the question?

I have seen no proxy's in the mail.
