dig_space, even though the IT staff at certain government departments are forbidding anyone from turning on TPMs prior to having central management capability, I wouldn't assume that some of them aren't involved in controlled trials.

As you point out, DoD appears to be moving forward as they truly have more of an immediate need to seriously restrict access to their networks, but once DoD takes the lead and begins to ramp up TPM activation then other departments like DHS would likely be prepared to follow in an orderly fashion.
