Jim.....OK, read the first line....

SEC Adopts Changes to Short Sale Rules, Disclosures Regarding Advisory Contract Approval and Investment Company Governance Provisions

I think that states conclusively that it is NOT illegal!
Also, that ruling not only doesn't state it is being made illegal, but just clarifies some rules for market makers and mutual funds.
Also, it has absolutely no effect on non reporting stocks.
I rest my case.
