I honestly believed Bush would make that happen too
just so he would have one thing so he could say later HE
was responsible for Iraq being a success.....

since he had nothing else....
was shocked when it didn't happen
because it would've caused a popular argument on his behalf for a long time

My opinion is just that, my opinion.
