Captain Fluffy has a competent and well-known attorney. I haven't checked to see whether he's ever worked for the SEC.

Here's a clue: just about every lawyer who wants to specialize in securities law works for the SEC for a few years. The turnover is enormous; that's one of the reasons they're often inefficient.
