"Could" is the operative word here. Have you ever seen that happen? I've watched many cert pulls, and not a single one had any effect at all. But then the stocks in question apparently didn't have the Huge Short Position that they were "supposed" to have.

That having been said, there is great truth to the fact that ultimately if everyone asked for their certs and there were fewer certs available than requested, forced buy-ins could result.

Certs are not difficult to "find". How fast you get them once you've requested them depends on the efficiency of the TA. Someone posted here the other day that he requested his and got them within a week.
