I cannot state this more clearly -- IMO, the amount of corruption and whether it is today more or less common than heretofore (let's just say I accept your position that it is not more common) is not the issue -- the willingness of people to accept the level of corruption is, and that shows the degree to which our society itself has become corrupted!

If one's personal actions are not dictated by ethical principles that one has the integrity to stand by, then, IMO, one is part of the problem, not part of the solution. It is not merely the corrupt official at fault, but the members of his society who facilitate him through their own inaction.
