Of course, I expect frequent disagreements. Not everyone, for example, believes in Global Climate Change, so not everyone will support money being spent to do research in that area. Nevertheless, I expect that to be a part of the spending, and people will have their chance to make it a controversial topic.

This gets to the heart of the matter. Speaking only for myself, research into the possible causes of and possible remedies for Global Warming is a worthy cause, however it isn't something that directly stimulates the economy. It should be addressed separately. I think that's what has people irked. It is not something that directly stimulates the economy but it gives the impression that it was slipped in on the sly to appease a special interest group with a political agenda. There is controversy in the scientific community as to the cause of global warming and to the merits of the science upon which one side draws it's conclusions. Here was a chance to spend lots of money on a controversial topic and slip it through with no debate. It was not something that stimulates the economy, at least not in the near term, which was supposed to be the intent of the bill.
