Ok, I have read the text, and it is obvious now what the author intended.
It's not a part of the bill, or necessarily something that Pelosi has championed. But some people obviously don't get the distinction.
Just like any of the bill's provisions, the money has been distributed to different areas of the government, but before it gets partitioned to specific uses, it will have to go through a process that will be monitored, among others, by the citizens of the United States.
Like I've said several times already, the website will have all the details of this, and present anyone with the opportunity to comment on spending. And if people misuse or abuse the money, we'll all know about it.
As of right now, if it is true that Pelosi or someone else wants to use taxpayer money for a "pet project" that isn't stimulative to the economy, there will be no closed doors to hide behind. Their names will be plastered all over the media, and people will judge that spending for themselves.
Of course, I expect frequent disagreements. Not everyone, for example, believes in Global Climate Change, so not everyone will support money being spent to do research in that area. Nevertheless, I expect that to be a part of the spending, and people will have their chance to make it a controversial topic.
If endangered mouse protection is real and becomes a contentious topic, then so be it. But at least those congressmen responsible will have a tough time getting re-elected if the voters can't relate to their spending choices. And that's Democracy working.
