This strikes me as something that directly stimulates the economy. Protecting the salt marsh mouse of San Francisco bay is an example of things that were rammed into the bill that have nothing to do with economic stimulus. They may be nice things to do but they shouldn't have been attached to this bill. It's that kind of action that exposes the proponents to accusations of pork.
