The Mayor is opposed to LLEG (or any other company) opening a Biomass plant in downtown. He is not anti-biomass by any means. He simply feels that the old pulp mill location in inappropriate for a biomass plant (so close to the population center) and will hinder other economic development initiatives (including the clean up of blighted housing, tourism, downtown redevelopment, etc.). To the best of my knowledge he is not in anybody's pocket and he is by no means an idiot (he is a graduate of Dartmouth College). By the way, a majority of the City's citizens oppose the plant for the same reasons as the Mayor. Regardless, I agree with your analysis that it is unlikely that the State will stop this plant from being built. The ship has already sailed and any attempts to stop this plant are relatively futile (IMO). LLEG (and its investors) wins and the people of Berlin, NH lose. Congrats on the victory, but the locals in Berlin are quite saddened by the inevitable openings of this plant next to our houses, schools, retail district and playgrounds.
