As to confusion surrounding the issue and you're "example" citing an RB post from Sterling's classroom, I would suggest the confusion is being sown by those who wish to profit from it.

I suggest you do not put much stock in the message board ramblings, like you cite here, as evidence of anything. The new TA will do what the new TA is instructed to do and the audit will get done and the audited number will get announced.
If that is confusing, going to the RB board for clarification is hardly a good idea.
