NOK made an offer and you think IDCC agreed to the contract but not the rate is that right?
Yes. Something like that or there could not be "substantial progress" and I can not see IDCC agreeing to settle its U.K. disputes with Nokia. I also think that Nokia really thought that IDCC would accept its offer.
