There are still BP plant closings taking place, possibly not API manufacture. Well-paid jobs disappearing largely because of cheap labor opportunity offshore, but probably also mindful of the advantage of being further away from FDA quality inspections.

A freaking 5th grader could see that environmental and drug quality regs that effectively stop at the border invite just such evasion. Combine that with the legalized bribery of campaign finance by industry lobbyists and you get what we've got.
