My understanding about this situation is that they just keep on requesting more votes until they have a majority of the votes caste. I don't know if that's true about .OB companies or not.
I do know that in some situations, they don't actually count all the votes, they just do a statistical sampling and take the results of that.
Whatever the case, you can count on management getting what it wants. It may hurt, either just for a while or it may hurt permanently. We'll never know until we reach the end of the game. Too bad we really don't know what game we're playing or the rules.
