It's pretty simple really.
If Garr was concerned about billions of shares being out there that shouldn't be out there then this shell should have been halted. RMDM could have requested a trading halt due to illegal stock issuances and the SEC would have worked with them to locate the shares and get them back.
Instead, Garr put out PR after PR about those shares and about aquisitions which created an interest in RMDM. That interest created volume and volume is what is needed to sell shares.
Who wants to bet those shares in question are not far away from Garr Winters?
