Matt, can you make the IRPs put in a disclaimer as to each post they make about a particular stock, i.e., if they post something about ABCD stock, they should put in that same post "I am [am not] being paid to raise awareness for ABCD stock"

I don't think that's too burdensome for them. Its sort of like the political campaigns where the candidates have to say "I'm Barack Obama/John McCain and I approved this message." They have to make that disclaimer in every single advertisement, not just a blanket disclaimer.

It is very hard to keep track of who is promoting what and I don't think a blanket disclaimer does enough to let non-IRPs know is being promoted or not.
