Even with a small account, consider using FolioFN www.foliofn.com because once you pay the annual fee, the charge per trade is only one penny.

And their administration, end-of-year tax reports, etc are excellent.

Their fee structure is now:

Plan 1: $290 per year for unlimited free trades or

Plan 2: $4 per trade.
