A couple comments on your photos.
the only place we have see those spindles before is on any device, spool, or carousel that spins on a HDU.

Then why isn't this one round?
What if the material to be wound on it, is such a length and diameter that you would need a carousel diameter of 16 feet? Would the total package fit under highway overpasses? Would it make it through construction zones?
