That's true;

However, they've had quite some time to bring production up, and it's still only a fraction what it should be. They need to bring the first one up to capacity before they start on another one. I'm not a coal miner, or even a coal miner's daughter (lol), but I do know that they're likely not producing enough to sustain operations for any length of time.
