If I'm not mistaken , in order to be a so called "promoter" you must be properly licensed.

Absolutely not. Back in the mid-eighties, the SEC tried to force paid promoters who ran tout sheets to meet some kind of qualification. The matter went to court, and the SEC lost. The judge felt it was a First Amendment issue.
