You want to join AMSC, Ovshinski and Sprague in the unique club of those "burning OPM" at the rate of $50 MM per year for five years, plus, then going back to the well? Don't count me in that one. Unless you are planning to get platinum plated laboratories, I don't see how 20 people will burn $40 MM per year, maybe $4 to $5 MM/year should do....back to the drawing board... maybe Google has a short version "business plan" for you? (VBG). By the way, a good business practice is to start with a "Strategic vision", after all, if you do not know where you want to go, you probably will never get there (G).
