They are calling all the shots; they are merely using Laidlaw's interest in the project to date and have become the potential lessor, the potential owner, the company that has everything to gain (if Laidlaw is still a part of their plans) to announce that Laidlaw is still a viable part of that plan and that the financing is still going forward.
