They just ran it into the ground. Looking at the volume figures, it was a steady stream of new shares and they could've hit the authorized limit back in June. An r/s would've gotten it moving.
My guess is that they hit a snag with the 504 and are waiting until it's all set so they can r/s and start dumping again. It doesn't do them any good if they r/s and the shareholders dump before they can.
