beigledog. That black drainage pipe. If it is corrogated and flexible it is probably perforated on the bottom. Typicaly used to concentrate water in an area that has poor subsurface drainage (water follows path of least resistance). You need to be careful it is not connected to something else but if not You can remove it but you may get a soggy soil in that area.
The only other reason it would be there is for deep watering if there is an opening. Again it can be removed but if that is the purpose then your soil level should be 1" lower than the sidewalk to avoid runoff.
