Yes, If his middle name is David.

It could be Sidney D. Cook

"Flotation Technologies has never been a company to provide a
'Me Too' or off-the-shelf product. We provide products that are
designed to fit our customer's specific needs – a philosophy
that can be traced back to our Founder, David Cook,
who, in many ways, changed the course of the entire Offshore
Oil industry with his pioneering work with syntactic foam in the early 60's."

From a patent filed by Amoco Prod Co in 1973
"For a discussion of using flotation jackets around riser
pipes, attention is directed to an article in the Offshore
magazine, June 5, 1971, p. 33, entitled "Floating Riser Helps
Extend Drilling to 1,700-ft Depths," by David Cook."

Despite such impressive growth, Flotation Technologies has
remained in the hands of a tightly-knit group of family
members. Tim Cook, the current president, is the son of the
company's founder, David Cook.
As Tim notes, his family
has "put it all on the line" for this venture for nearly 30 years.

"Flotation Technologies began as a small family enterprise,
primarily serving scientists engaged in oceanographic and
earthquake research. In 2002, as energy prices rose sharply,
interest in offshore exploration grew rapidly. Flotation
Technologies' buoyancy products are crucial to support the
miles of flexible piping needed to extract resources from the
ocean floor."
