It's common. Newer departments never can do the job of older departments. Probably new people who don't know what they're doing. The older department knew what was up and could handle it.

A case in point is the new ICE/Homeland Security Dept. Just TRY and report a suspicious 'terrorist type' person, or incident. They want the full name and address, etc etc, or they Won't even TAKE THE REPORT!!.

Not like the FBI where you could submit stuff and they would run with it...........z
