Bob,
DD answered a question to another poster. An answer a majority(imo) already knew. If anything,imo,they would wait until the restricted are un-restricted to allow this to run. IMO, the insiders are the ones that converted(a small % of outsiders may also have converted).

If a man makes a decision,
