When I raised this back in 2007, they were looking at two main reasons for a London connection, 1, to get a foothold on the London/European stock market and 2, to raise overseas funding for these BCLOC's. If you remember the NASDAQ was at the time trying to buyout the London stock exchange so this would have been of benefit as well
