Interestingly enough that is exactly the way the best WS Investment Research departments do it with the addition of an ongoing overview of the economy to measure the commercial viability of "change waves" against. It is very much a "top down" approach to finding the best investment opportunities. Importantly, there is a lot of "maintenance research" that goes on to constantly monitor the "change waves" identified to see if they are proving to be more or less promising than when they were originally spotted.
