Sure makes it sounds like he's a ways along in constructing that 500 MW plant. I would guess the actual progress on that purported plant to date is that he put out a press release about it.
Certainly he could even have said "...a 500 MW plant is on the horizon" rather than "..the COMPLETION of a 500 MW plant is on the horizon" but it's more leading and suggestive the second way.
In reality, it makes no economic sense whatsoever to build a power plant of any sort to run off fuel produced by the 'Rivera Process' (pyrolysis) or any other process which converts biomass to any other form. Most power is produced by steam plants burning coal to heat water and the steam runs turbines--steam plants could just as well burn biomass if biomass were cheap enough. But any additional processing (such as pyrolysis) just adds to the cost with no additional benefit. There might be a small incremental increase in thermal efficiency with a fuel that could burn in an internal combustion engine but if the fuel could do that then why not sell it as such and make 10-15 times as much as producing electrical power??
Dr. Rivera's philosophy is to throw crap at the wall and see what sticks. Invariably some of it does stick, especially with shareholders who look for any reason to believe.
