Reverse Split Round Up Share Plays

wording is so confusing LOL
I have read it about 10 times and stilld don't get it.

No stockholder’s percentage ownership of common stock will be altered except to the extent that any holder of common stock who would otherwise be entitled to a fractional share of new common stock as a result of the reverse stock split receives one share of the common stock when rounding up and any stockholder who owns 99 or fewer common shares as a result of the reverse stock split will have the number of new shares to which they are entitled rounded up to 100 shares.


So basically with scrottrade I would need to sell at .19 to break even
