Digital conversion is a requiremment before feb of 09. does not matter who owns station. Phgi is niether mentioned or referred to on the application so one could reasonably assertain that phgi is not responsible for the application as you would suggest.
What info can you provide, other than what phgi stated in pr 08/06, to support your assertion that perihelion is indeed managing the station WKNI-LP at this time? Is phgi now an affiliate of SILVERWINGS BROADCASTING INC?
R & L MEDIA SYSTEMS ( submitted application) does not know of Perihelion global.
