Spending comes from the House and the Senate, Presidents don't make law! Clinton did not get rid of the Debt it was a 10 year projected budget that never happened due to 911, Clinton balanced the budget with short term notes, that is part of what we are paying for now! The Republican House and Senate of 94, reduced cap gains and other tax sparking the growth we still enjoy, no thanks to the Dems.
