guys I finally figured out what is going on here.
Simulated Environment Concepts is into stress relieve - so they are making sure the price does not go too high - thus creating a calming effect. Could you imagine if the price was to soar to a $1 we would stress over where we would spend all our profits. they truly are stress relieving geniuses!
