The dividend record date should not be confused with the voting rights on the shareholder meeting. These are two completely different dates. An appropriate party (depending on the articles of incorporation for the company) should elect the date of record for the proxy vote.
Just because you have a dividend date does not mean that the same date is used for the voting rights.
The "record date" of the vote is selected by either the CEO or the board (who ever is calling the meeting). Given that the press release was made on September 26, 2007, the Record Date is typically AFTER the PR so that shareholders can buy in to control a larger percent of the vote.
