I've explained in detail the clues for why VW hasn't signed a deal with Raphael.

1) Part are bought for specific vehicle models not for specific geographical areas.
2) VW has one web site for all suppliers to access.
3) VW is buying its Nav system from Siemens.
4) VW Mexico doesn't have its own supplier agreements. It's run out of Brazil.
5) What's harder signing an OEM agreement or spelling? And the web site still stays Volkswagon:
