I don't think it will stop the games at all really. Short selling and naked short selling is perfectly legal for and MM to do. MM's need to follow the rules better. A lot of the problems are with the pinks. Pink sheets are out of control with scams and issues. The SEC like the FCC with the CB radio band just sort of gave up on it. They will still get involved with BIG problems but most scams and cheats go by with out a care of the SEC down here.
