No. I do not agree. I believe that you may be unaware of the definition of float. Simply stated, the float is all issued shares less those closely held and not generally traded. If Alliance is liquidating his position, then all of his shares are in the float. The size of the float determines how much the price will run. The larger the float, the more difficult it is for the price to run. IDTA can't run if there are another 500000 shares added to the float.
