If by "a lot of the key" you mean "all" then you are correct.

The StrongARM and Xscale differ significantly in pipeline organization, implementation, and design methodology.

I have to admit that I don't know any of the XScale micro-architectural details, so you are probably correct in your assertion. I have used both the StrongArm and the XScale, they are great processors. The problem with the cache and the memory controller were a big problem at first with XScale, but Intel did fix it.

I'd be surprised if the peripherals weren't taken more or less directly from the StrongArm. If they didn't, they have amazingly similar specifications to be different designs.
