You mean their next generation StrongArm? Admittedly they lost a lot of the key StrongArm designers when they took it over, but it's not like it was totally a blank sheet.

If by "a lot of the key" you mean "all" then you are
correct.

but pretty much everything else on XScale is brought over from StrongArm.

Wrong. The StrongARM and Xscale differ significantly
in pipeline organization, implementation, and design
methodology. These are two different processors that
share little besides the instruction set. The StrongARM
was an amazing design but the embedded control market
isn't high margin enough to sustain Alpha style ultra
full custom design and Intel took little from it other
than as a useful reference for the instruction set.
