You're correct. The actual SEC order could not mention any rule regarding "spam" because no rule exists. That is why, given the SEC's Pr, I made the connection I did. I do have a tendency to jump to conclusions but, in this case, do you think it was an outrageous leap?

Being the grumpy, old, government-suspicious crank that I am, I routinely take anything the SEC says with a pound of salt (let alone a grain), so you may take my opinion in that light.
