Do I understand this correctly?

Dragon "Management" is Joe, right?

So PPS is low and Joe decides to buy some.

Then "Management=Joe" decides to PR that "Management" is buying.

PPS goes up.

What does Joe do then?

When will it be transparent? When will there be an audit? When it is of benefit to Management.

Does this tell you that it hasn't happened because it would not be advantageous to Management?
