Because they can let the OSC do all the leg work and then use the info for there own means. They are extremely busy and duplicating work would be very foolish.(AFAIK the are helping the OSC with American matters) Considering Devries and Ammerman's history and the inability of the OSC to touch them or have any effect on the pinkies. I would bet the SEC will take action. I would be suprised if they did not, being all the work would already be done for them.
