The Up tic change is no big factor and is meaningless. What will be important is transparency ! The SEC will be watching closely like they never have before. Also short interest will be reported 2 times a month. Thats all we need , if you abusively short a stock and it's visible to the market. You will pay dearly. Thats all we ask.
