You're absolutely right.

Folders are now a Premium feature. Free members will be able to access them during Happy Hour, though, and anything they do in them during Happy Hour (or that the 4 free members who've used it thus far have done) will remain intact and accessible with an upgrade or during Happy Hour.

I've also just changed it so that if you file a "Kept" public message, it'll UnKeep it.
